Erwin picks up on Levi's distress, but he can't read his mind. He has an idea where this might be going--you'd have to be blind to not notice how well Levi and Finnick are getting on, how quickly they've bonded at the shop--but he also doesn't want to presume. So instead, he lifts his hand and gently rubs between Levi's shoulder blades.
